BARKING

I have two great collies.  One goes around 120 pounds and the other a mini collie that goes around 25 pounds. They really are very well behaved with the exception of the larger collie that will not stop barking at my privicy fence.  The neighbors have two dogs also ( not very nice dogs) but my dog can not stand them.  If we are out in the yard with the dogs they don't bark, but so soon as we go into the house he starts running the side of the fence and barking.  I can go to the door and yell at him to stop and he does until I am not in his site anymore.  We have done so many of the things the Victoria does on her show and they really do work, but I have never seen her tackle this one.  We are not home all the time to stop the problem due to work. HELP!!
